Position/Title: Public Safety Dispatcher/Matron

Accountability: Reports to the Deputy Director and Director respectively

Job Summary/Purpose:

Responsible for providing the citizens of Seward County safe and efficient service. Answers all 911 calls and all non emergency telephone calls for service for all law enforcement, Fire and Emergency Medical Services (EMS); Answers all two-way radio calls from law enforcement, fire, and EMS units; dispatches all appropriate units to emergency and non emergency calls for service. As well as a number of clerical and records management duties.

Essential Duties and Responsibilities:

Monitor and record the location and activity of all on-duty City of Seward, City of Milford and Seward County law enforcement officers and all Seward County fire department units 24/7. Must be able to operate all two way radio equipment for law enforcement, fire and EMS units while maintaining a computerized record of all incoming radio traffic; Answer and respond to all 911 calls for service and maintain a computerized record of each incident; Provide Emergency medical instructions (EMD) to callers requesting EMS. Answer and respond to all non emergency calls for service and maintain a computerized record of each incident; Answer and respond to all requests from the National Weather Service and dispatch all appropriate equipment and personnel to the areas of responsibility and maintain a computerized record of each incident; Notify all city and county officials of any adverse weather; Notify all citizens of any pending adverse weather conditions related to changes to school operations; Notify all areas of responsibility of any messages from the Federal Emergency Management Agency (NAWAS) and maintain a computerized record of each incident. Handle all after hours calls for city and county utilities as well as county and state road departments and maintain a computerized record of each incident. Answer all Seward County Crime Stoppers calls and maintain those report records. Monitor alarm system panels. Monitor surveillance cameras for the Seward County Sheriff’s office and Seward County Jail. Remotely open secure doors for the Seward County Jail during prisoner movements. Perform all National Crime Information Center (NCIC) information request from law enforcement, Seward County Jail and the Seward County Attorney’s office; Enter all Seward County Warrants, protection orders and restraining orders from the County and District Courts into NCIC and maintain those records. Enter all stolen vehicles, license plates, boats, guns and articles into NCIC and maintain those records. Enter all missing persons, missing juveniles and potentially dangerous offenders into NCIC and maintain those records.

Skills and Abilities:

Knowledge of all office equipment; ability to learn the care and operation of all equipment within the communications center; the ability to adapt to changing technologies; ability to type a minimum of 40 words per minute; must understand vague and implicit instructions; speak clearly and concisely; must be able to read and understand the English language; talk on the two way radio equipment at a minimum rate of 40 words per minute; Must be able to deal with a variety of emotions and frustrations in making decisions. Must be able to communicate providing verbal feedback in a professional manner. Must be able to handle conflict and make effective and accurate decision under pressure; Must be able to enter data accurately; ability to respond rapidly and effectively to emergency situations and maintain emotional composure necessary to organize work and maintain a high level of productivity during periods of high stress and activity; must maintain confidentiality; ability to differentiate between emergency calls and non-emergency calls; requires sitting for long periods of time; may require lifting up to 50 pounds; required manual dexterity sufficient to operate all standard office equipment such as computers, type writers, fax machines, multi line telephone equipment including 14 lines and other equipment; operate and monitor two way radio equipment on up to 18 different channels simultaneously. Ability to read maps and learn the geographical area; learn the rules of Federal Communications Commission (FCC) Maintain current certification in NCIC and EMD.

Matron Duty:

Female Public Safety Dispatchers will perform matron duties for the Seward County Jail in the absence of a female Corrections officer. See Matron Policy in the Seward County Communications Policy and Procedure Manual for full description of Matron Duties.

Experience and Training:

Graduation from High School or equivalent; ability to complete the telecommunicators course from the Nebraska Law Enforcement Training Academy or designated site; obtain certification in National Crime Information Center (NCIC) and Emergency Medical Dispatching (EMD); Ability to recertify in NCIC and EMD every two years.
